These are the reported budgets for the 22 Second Division teams (in million Euros)

30 -  Real Betis 

17 -  Real Socidedad

9 -   Celta, Hercules, Real Murcia, Rayo Vallecano

7 -   Albacete, Castellon

6-    Cartagena, Cadiz, Cordoba, Las Palmas, Levante, Recreativo

5-    Elche, Gimnastic, Girona, Huesca, Numancia, Salamanca

3 -   Real Union

n/a - Villarreal B

Pretty obvious which clubs think they should be in Primera.

The majority seem to be quite happy right where they are . . .

. . . and others would probably take a relegation to Segunda B philosophically.

Money helps, but it isn't everything.

Numancia were champions two years with a similar budget to what they have now.  Xerez and Tenerife finished 1st and 2nd last season with very modest expenditure, while Zaragoza scraped promotion with 30m to spend.

"La Real" blew 25m in 2007/8 and 17m in 2008/9 without going up (not even close to it last season),  and Cadiz got relegated two years ago with the 3rd highest budget in the league.

Some of the figures defy logic.  I thought Celta de Vigo, Real Murcia and Albacete (amongst others) were supposed to be in some sort of financial turmoil yet there they are spending like it's going out of fashion.   And Hercules de Alicante had to rush off to the AFE on 30 July with 2.4 million to pay their players from last season to avoid demotion to 2B, yet again they've managed to sign a bunch of players from La Liga clubs and poach Esteban Vigo who coached Xerex to the title last season.
